Rosatom goes to the Middle East

The agreement provides for construction of two NPP units with VVER reactors with 1000 MW installed electric capacity each, meeting all modern safety requirements. This project is referential not only in Russia, but also beyond its borders: the plant under such project — Kudankulam NPP — has already been constructed in India, its first power unit is operating, start-up of the second unit is planned within this year.

NPP on a turn-key basis
Russia became preferred supplier of the reactors in the autumn of 2013. In September 2014 Rusatom Overseas company signed the agreement on the project development with the Jordan atomic energy commission. It is expected that it will become the largest project in the history of bilateral relations. The record volume of investments — 10 billion dollars — is foreseen. Start-up of the first power unit is planned in 2024, start-up of the second power unit is planned for 2026. Rosatom also undertakes obligations within the new agreement to supply nuclear fuel for reactors and to return spent nuclear fuel to Russia.

Both the plant and communications
The document assumes creation of a design company which will become the customer, the operator, the owner of the NPP, as well as the proprietor of electric energy generated by this plant.

At the first stage this company shall solve such priority tasks, as research of off-site infrastructures for NPP construction, research of the power generation system of Jordan, select the Owner’s Engineer and the adviser on development of the bank feasibility study of the project (a complex document containing substantiation of investments into the project). Contractors will be defined for these works during the international tenders. Even now there are works in progress on assessment of the chosen site suitability for construction. According to their results a feasibility report on the site will be received and the most optimal scheme of water supply of the future plant will be chosen in these conditions.

Besides implementation of the nuclear plant construction project, the new agreement was concluded with the Jordanian party on the support in creation of a nuclear infrastructure in Jordan, assistance in creation of the regulatory base, regulatory and oversight agencies, training of experts.

Besides, works on creation of a public acceptance of nuclear engineering in Jordan shall become the key element. It is quite probable that a nuclear energy information center of Rosatom will be created in the territory of the country. Similar centers already exist in other partner countries of the state corporation: Bangladesh, Turkey, Belarus and Vietnam.

These centers are modern hi-tech cinemas with space aesthetics. Visitors of the centers can learn about traditions and innovations of the nuclear industry, about radioactivity in the nature and the technogenic world by means of modern multimedia 3D programs, interactive quizes and virtual excursions. Besides, the network of nuclear energy information centers offers visitors many actual formats: popular public scientific lectures, master classes of leading Russian scientific journalists, championships on intellectual games, lessons on technical creativity, programming, animation, creative master classes, experimental laboratories, computer courses for older persons. During the five years of network existence more than 45 thousand projects have been implemented.
