Rosatom in Latin America

back to contents

Rosatom América Latina is Rosatom’s new subsidiary in Latin America. Andrei Budaev, the Russian Consul General in Rio de Janeiro, congratulated Rosatom on the opening of its new marketing office. It would give an impetus to the nuclear partnership between Russia and Brazil and new win-win agreements, he said.

Several days after the opening, Rosatom held a seminar in the office to present its latest technologies. Experts from the leading Russian nuclear companies operating on the global market, major Brazilian enterprises and nuclear institutions attended the meeting.

Russia presented its end-to-end offering for the construction of nuclear power plants and Rosatom’s most efficient financial solutions for overseas markets. Brazilian partners learned more about Rosatom’s expertise in nuclear engineering and construction, radioactive waste management and nuclear decommissioning. They were specifically interested in radiation, nuclear medicine, water treatment and desalination technologies possessed by Rosatom.

Antonio Muller, President of the Brazilian Association for Development of Nuclear Activities (ABDAN), said that Russian nuclear technologies could provide Brazil with applied solutions in the field of nuclear medicine, agriculture, nuclear technologies, water treatment and desalination, let alone the power industry. Leonam Guimarães, Planning Director of Eletronuclear, presented an overview of the national nuclear construction program. He underlined that the price of power would be one of the main criteria in the bidding process for the construction of a nuclear power plant.

The Russian-Brazilian partnership in peaceful uses of nuclear energy is governed by the intergovernmental agreement signed on 15 September 1994. On 21 July 2009, Brazil and Russia signed a memorandum of understanding.

On 23 April 2015, Russia and Argentina signed a memorandum of understanding to define a framework of cooperation between the parties. The memorandum provides for the construction of Unit 6 based on the Russian-designed 1,200 MW VVER reactor in Argentina. Two other memorandums of understanding were signed between TVEL Fuel Company, the National Atomic Energy Commission of Argentina and INVAP SE, an engineering company wholly owned by the government of the Argentinean province of Rio Negro. These documents provide for the cooperation and joint initiatives in a variety of nuclear fields, including deliveries of low-enriched uranium fuel for research and power reactors in Argentina and nuclear fuel cycle zirconium components manufactured by TVEL as well as joint research and development projects.

On 26 May 2013, a contract was signed to make regular shipments of Russian Mo-99 to Argentina. The first shipment under the contract was made on 12 June 2013; now molybdenum is shipped weekly.

On 19 June 2014, Rusatom International Network and the Engineering Faculty of the University of Buenos Aires signed a memorandum of cooperation in carrying out joint academic, R&D and commercial projects.
